The TA role does not have access to the Schedule a New Meeting button in the Zoom Canvas interface. However, TA's can sign into their University account at utah.zoom.us, create a meeting and post the join link anywhere in Canvas so students can join the meeting. If the instructor needs to be able to start the meeting, the TA can add the instructor as an alternative host.
To post the join link in Canvas, open the Canvas page you want to post the link on, click Edit and use the chain/link icon (see pic below) in the text editor to post your meeting link.
